Position Overview

Baltimore’s Promise seeks a Data Analyst to support the organization’s data collection, analysis, visualization, evaluation, and reporting activities. The Data Analyst reports to the Senior Manager of Data and Analytics and will be responsible for tracking and interpreting performance measures related to program implementation and activities, and participant outcomes for the CareerBound.

The Data Analyst for CareerBound plays a key role in advancing Baltimore’s Promise’s mission to ensure all young people in Baltimore are healthy and economically self-sufficient. This position is far more than a number-crunching role; it is a partnership in storytelling and strategy. The Data Analyst is responsible for breathing life into program and systems-level data, translating complex numbers into the actionable insights and 'data stories' that drive learning, equity, and results for Baltimore’s youth.

The analyst will serve as the dedicated data partner for the CareerBound initiative—supporting performance measurement, learning, and reporting processes that strengthen the city’s youth workforce ecosystem. This includes helping partners interpret data, identify trends, and co-create data stories that highlight impact and opportunities for improvement.

This position reports to the Senior Manager, Data Analytics, but is a contributor and key team member to the collaborative efforts to ensure CareerBound is successful. 

Duties and Responsibilities

Learning and Insights

  • Centralize and analyze program, participant, and partner data to inform decision-making across the CareerBound initiative.

  • Develop data visualizations, dashboards, and reports to communicate findings clearly and accessibly.

  • Prepare data summaries and insights for staff, funders, partners, and public products (e.g., learning briefs, scorecards, dashboards).

  • Facilitate “meaning-making” sessions with internal staff, partners, and youth to interpret findings and identify actions.

  • Support the development of results frameworks and performance measures aligned with the Results-Based Accountability (RBA) framework.

Data Quality and Management

  • Maintain accurate and timely data in Salesforce, Formstack, and other systems used to track program metrics and youth outcomes.

  • Collaborate with program and partner staff to ensure data integrity and consistency across sources.

  • Contribute to the development of standardized data collection tools, data infrastructure, and performance measures for CareerBound programs.

  • Produce monthly data quality and completeness reports for all CareerBound program providers, clearly identifying required data that has been submitted, data that are missing, and next steps to support timely and accurate reporting.

Collaboration and Capacity Building

  • Work closely with the Senior Manager of Data Analytics and the CareerBound Implementation Team to align data use with learning goals.

  • Partner with the evaluation staff to integrate evaluation findings into ongoing data analyses.

  • Provide technical assistance to CareerBound staff and partners to enhance data literacy and promote the equitable use of data.

  • Support youth and community co-researchers in participatory learning and reflection processes.

Qualifications (Knowledge, Skills, and Abilities)

  • Bachelor's or Master's degree in a relevant field such as data science, statistics, social sciences, or a related discipline.

  • Understands that the entire data lifecycle—from collection and analysis to interpretation and dissemination—must be centered in equity and driven by the voices of the community and young people we serve.

  • Minimum of 3 years of experience in qualitative and quantitative data management, analysis, or a related field, with a strong preference for experience in community engagement or advocacy.

  • Group facilitation experience, including comfort with intervening to handle power imbalances, upholding conditions and consequences related to agreements, and mediating restorative solutions when agreements are breached.

  • Experience with participatory data practices, including working with youth, program staff, and community members at large during the data lifecycle. 

  • Experience performing qualitative data collection that includes focus groups, interviews, etc., and analyses.

  • Strong communication skills, with the ability to translate complex data into clear, accessible language for diverse audiences.

  • An understanding of and commitment to ethical data practices, including data privacy and security.

  • A strong proficiency in Salesforce.

  • Proficiency in quantitative and qualitative data analysis tools and software (e.g.,  Excel, Stata, SQL, Python, R, PowerBI, Dedoose, Atlas, Nvivo).

  • A personal philosophy and commitment to collective action and authentic collaboration.

  • Experience working with youth and intergenerational collaborations strongly preferred.

Compensation and Benefits

This position is classified as non-exempt and is eligible for overtime compensation in accordance with the policies set forth by Baltimore’s Promise in accordance with the Fair Labor Standards Act (FLSA). The annualized compensation for this position is $73,500. Please note that this compensation is firm. Baltimore’s Promise compensation ranges are determined by the responsibilities and level of authority required by each position as opposed to individual candidates’ qualifications or pedigree. This is an intentional attempt to mitigate pay inequities that are in part driven by systemic and implicit racism and gender bias impacting career trajectories and negotiation. However, to honor individual candidates’ unique experiences and assets, this position is eligible for a one-time hiring bonus.

Hybrid Work Schedule

Baltimore’s Promise is an in-person, team-based organization. Staff are expected to be in the office approximately 2–3 days per week on average, with some weeks requiring a greater in-person presence (including up to five days), depending on the work, meetings, and community needs. In-person collaboration is the default for planning, decision-making, and strategic conversations, while virtual meetings are used intentionally. We value flexibility and trust staff to self-manage their schedules within these shared expectations.

Travel

Travel around Baltimore City for in-person meetings and into the office for staff meetings is a regular occurrence. Occasional travel includes national conferences, staff retreats, and meetings around the state.
