Position Overview
Baltimore's Promise seeks multiple Managers, Actionable Data & Insights anchored in our core ecosystems and citywide research and data portfolios. Candidates apply through a single process and will be considered for all openings.
Managers, Actionable Data & Insights hold program improvement and the experience of young people as their result, not the completion and submission of reports. The work is sense-making: translating data into understanding, understanding into action, and action into better outcomes for Baltimore's youth. Managers are as comfortable building an analysis as they are facilitating a room of partners through what it means and writing the insights that turn findings into improvement, funding, and action.
The Manager reports to the Director of Data Integration and Impact. This role does not manage full-time staff but may at times oversee interns or contractors. Each Manager is anchored to a primary ecosystem while contributing to a team that is intentionally structured for collaboration, transferring skills, sharing knowledge, and flexing support across portfolios as organizational needs arise.
Why Now
Baltimore's Promise is working toward an ambitious goal: ensuring 42,000 more young people in Baltimore City reach critical milestones on their path from cradle to career by 2030, as part of StriveTogether's 4 Million Futures campaign. Meeting that goal requires knowing, continuously and honestly, where progress is on track and where it has stalled.
That is this role's direct contribution. Managers, Actionable Data & Insights are responsible for monitoring and tracking Baltimore's Promise's contributions to the 42K goal, alongside the initiative and ecosystem goals that drive it. They connect the performance of individual initiatives to the health of the broader ecosystem, surface where we are falling short, and ensure the organization and its partners act on what the data shows. When progress stalls on our initiative, ecosystem, and citywide goals, this person is among the first to know, and among the first to help chart the response.
What You'll Own
Progress toward goals. You are responsible for tracking your ecosystem's contributions to the 42K goal and its initiative- and ecosystem-level performance measures. You'll help internal and external partners understand what their performance measures are, whether they're meeting them, and what to do when they're not, drawing on process and impact evaluation, results frameworks aligned with Results-Based Accountability, and honest analysis of trends, gaps, and disparities with a race equity lens.
Analysis and insight. You'll design and run the analyses that reveal how your ecosystem is performing: participant outcomes, program quality, equity gaps, and the health of the ecosystem as a whole. This includes conducting analyses within the Baltimore City Youth Data Hub, contributing to cross-system research that links program, education, and workforce data, and synthesizing findings across sources into clear, actionable insight.
Data infrastructure and quality. You'll manage the data systems your ecosystem runs on, including Salesforce and related collection tools, data collection design, and monthly data quality reporting with providers. You'll coordinate data transfers to internal and external partners such as the Baltimore City Youth Data Hub and the Maryland Longitudinal Data System, in accordance with governance standards and data-sharing agreements.
Learning and action. You'll facilitate meaning-making with staff, partners, and youth; build data literacy across your ecosystem; and follow through to ensure insights lead to concrete changes in program practice and participant experience. You'll track whether data-informed recommendations are acted on and revisit the data over time to assess whether things actually improved.
The written story. You'll write data stories, learning briefs, reports, and grant submissions that carry our findings to the audiences who need them: community members, partners, policymakers, and funders. You'll support implementation-level grant applications by building the evidentiary case for what's working, and represent the data team in communications and organizational strategy.
In addition to the aforementioned responsibilities, all Baltimore's Promise staff are expected to seek out and take advantage of opportunities that our partners and community provide for us to learn, connect, and show up to support values-aligned efforts in Baltimore. In particular, staff are encouraged to be in spaces focused on Black, Indigenous, People of Color (BIPOC) youth and young adults and stakeholders who directly relate to your portfolio of work and professional network.
Qualifications (Knowledge, Skills, and Abilities)
Bachelor's or Master's degree in a relevant field, or equivalent applied experience
Minimum of 3 years of experience in quantitative and qualitative data management and analysis; we are looking for someone who has independently owned analysis, evaluation, or performance measurement work
Demonstrated ability to write for varied audiences, including experience contributing to grant applications, reports, or persuasive documents
Experience with process and/or impact evaluation, including helping programs define and track performance measures
Group facilitation experience and experience with participatory data practices involving youth and community members
Strong proficiency in Salesforce and in analysis tools (e.g., Python, R, Stata, PowerBI, ArcGIS, etc.)
Understanding that the entire data lifecycle must be centered in equity and driven by the voices of community and young people
Strong alignment with Baltimore's Promise's Organizational Values and Race Equity and Inclusion Statement
Compensation and Benefits
This position is classified as non-exempt and is eligible for overtime compensation in accordance with the policies set forth by Baltimore's Promise in accordance with the Fair Labor Standards Act (FLSA). The annualized compensation for this position is $73,500. Please note that this compensation is firm. Baltimore's Promise compensation ranges are determined by the responsibilities and level of authority required by each position as opposed to individual candidates' qualifications or pedigree. This is an intentional attempt to mitigate pay inequities that are in part driven by systemic and implicit racism and gender bias impacting career trajectories and negotiation. However, to honor individual candidates' unique experiences and assets, this position is eligible for a one-time hiring bonus.

Hybrid Work Schedule: Baltimore's Promise is an in-person, team-based organization. Staff are expected to be in the office approximately 2–3 days per week on average, with some weeks requiring a greater in-person presence (including up to five days), depending on the work, meetings, and community needs. In-person collaboration is the default for planning, decision-making, and strategic conversations, while virtual meetings are used intentionally. We value flexibility and trust staff to self-manage their schedules within these shared expectations.

Travel
Travel around Baltimore City for in-person meetings and into the office for staff meetings is a regular occurrence. Occasional travel includes national conferences, staff retreats, and meetings around the state.
