Introduction
Our organization is accepting proposals from CPA firms to provide audit and tax services for our organization in the future. We invite your firm to submit a proposal to us by January 15,, 2026 for consideration. A description of our organization, the services needed, and other pertinent information follows.
Background of Baltimore’s Promise II, Inc.
Baltimore’s Promise is a data-driven collective impact nonprofit that has an audacious vision: all young adults in Baltimore City will have what they need to be healthy and on a path to achieve economic self-sufficiency. We do this by spurring collective action, disrupting racist systemic barriers, building civic infrastructure, and accelerating positive outcomes for youth. Baltimore’s Promise cares about the well-being and opportunities available for all children from birth to career, and focuses on Black, Latinx, and other intersectionalities of youth ages 14-24, who are historically, and currently, discriminated against.
We are establishing an institution that strengthens organizations serving young people, addresses racial disparities in how resources are spent, and invests in areas that have long been neglected. Please find more information on our website: www.baltimorespromise.org
Baltimore’s Promise is operating as three entities
A fiscally sponsored project of the Fund for Educational Excellence (FFEE). All employees sit under FFEE and the majority of activities.
A 501(c)3 private foundation, Baltimore’s Promise. Inc. This organization began operating in 2012 and operates under a fiscal agency agreement with FFEE. This organization will be sunset.
A 501(c)3 public charity, Baltimore’s Promise II, Inc. The fiscal sponsored project will transition to this entity by June 30, 2026, including all employees. Baltimore’s Promise II, Inc. began operating in 2015 and is the entity seeking an auditor.
Scope of Services
Your proposal is expected to cover the following services:
Complete annual audit for the following time period: FY2025 for BPII.
Preparation of Maryland Form-1 to maintain Good Standing with the State of Maryland for BPI and BPII.
Complete the 990PF for BPI with the year ending 12/31 and the 990 for BPII with the year ending 6/30.
Relationship with Prior CPA Service Provider
This will be the first audit for the organization.
Submission Requirements
Baltimore’s Promise seeks the following information in each response to this request:
Detail your firm’s experience in providing auditing and tax services to companies in the nonprofit sector, organizations of a comparable size to Baltimore’s Promise, and experience with single audits.
Discuss commitments you will make to staff continuity, including your staff turnover experience in the last three years.
Identify the partner, manager, and in-charge accountant who will be assigned to our job if you are successful in your bid, and provide biographies.
Describe how your firm will approach the audit of the organization, including the use of any association or affiliate member firm personnel and the areas that will receive primary emphasis. Also discuss the firm’s use of technology in the audit/review. And finally, discuss the communication process used by the firm to discuss issues with the management and finance committee of the board.
Set forth your fee proposal for the audits as well as a proposal for future years with whatever guarantees can be given regarding increases in future years.
Provide the fee for 990 preparation separate from the audit fee.
Provide the names and contact information for other, similarly sized clients of the partner and manager that will be assigned to our organization for reference purposes.
Describe why our selection of your firm as our independent accountants is the best decision we could make.
In alignment with our values and commitment to racial equity, please share the racial/ethnic and gender demographic breakdown of your firm’s employees and leadership.
Evaluation of Proposals
Baltimore’s Promise will evaluate proposals on a qualitative basis. This includes a review of: related materials, interviews with senior engagement personnel to be assigned to our organization, results of discussions with other clients, price point, commitment to and alignment with values, and the firm’s completeness and timeliness in its response to us.

We conduct and broadly share research to help decision-makers and our community understand what’s working and what needs to be improved to better serve youth in our city.
Today, hundreds of stakeholders — including the school district, higher education institutions, foundations, businesses, nonprofits, community leaders, adult residents, and youth and young adults — are engaged to build a broad basis of support for our commitment to work together to benefit our children. This ongoing engagement is critical to the work of Baltimore’s Promise, a collaborative dedicated to improving outcomes for the city’s youth.
This broad cradle-to-career focus is similar in intent to many collective impact strategies in cities across the United States. Baltimore’s Promise is the local affiliate of StriveTogether, a national nonprofit network of nearly 70 partnerships like Baltimore’s Promise that are working to improve outcomes for youth and young adults in their communities by bringing together cross-sector partners around a shared community vision.
